The elderly couple has been calling Cleveland Water Department nearly every week, trying to get a final bill. "I bet we called 20 times," said Arthur Barton, 75. "They always said, 'It's on the way, or we'll take care of it." They never mentioned the bill was only six cents. (Cleveland.com)

The bureaucrats will be the first against the wall come the revolution.

Sometimes a call to a local tv station with a consumer-helper reporter kick-starts some bureaucrat or business into action. Cleveland is known as The Mistake on the Lake.

A situation like this is a legal nightmare because the unpaid bill (even though it's only $.06) ties up the title to the house. It doesn't matter how small the bill is or why it isn't paid. I can't imagine that any municipality would foreclose on a house in order to collect $.06 (or probably about $1,000 when "costs" were factored in) but the trouble is they might foreclose. So, this story is a good example of why we need local government to act competently

competence and local government means the ability for a few good souls to be able to bend if not break a few rules..
how coome someone didnt just kick in the 6 cents.
and why not kick the but of the dumb guy or gal in charge.. maybe its time for a undercover boss series dedicated to local government..

You know why they wouldn't give them a break, even if it was "only six cents?" Because of the mentality in this country that men were made to serve the law, not the other way around. This is the same mentality that says we have to bust pot smokers, no matter what common sense may say. Often you will hear the phrase, "a nation of laws, not men." Actually the original quote was "a GOVERNMENT of laws, not men," but I digress. It's all nonsense. Laws don't have babies. Laws don't go to the bathroom.
