I think this is a prime candidate for sterilization, but what does Farmer Bob think? His vote is the deciding one in my humble opinion.

Do the Farmer Bob thing, then sentence him to a significant term of incarceration, during which he makes lots of big rocks into little rocks.

Too bad this country doesn't use the stocks anymore. It would be fun to smoke near him occasionally while he's stuck in them.
A few days of that would cure anybody's smoking habit.
