Clearly he did make a choice to urinate during the playing of the National Anthem. He chose to accept the dare because his brain is not sufficiently developed to make a rational judgement. He is an idiot, but maybe he'll grow up and grow out of being an idiot. Researching "patriotism" seems rather a broad assignment.

If he had been one of the pot smoking kids or had his family come from the wrong side of the tracks, would it still be okay? Or would he have been arrested?

Kick him off the team and let him sit out a year. If it ruins his chances for a scholarship... oh well. This is the time for everyone involved to learn your actions have consequences.
