Tufts University's new rules say that "you may not engage in sexual activity while your roommate is present in the room." The school says the rule was issued after it got about a dozen complaints from students "who expressed concerns that they were experiencing uncomfortable situations with their roommates’ sex-tracurricular activities." when my roommate started doing this, i got a tennis ball and started bouoncing it on the wall over his bed. fixed the problem pronto.

As far as I can tell, there have always been a few people who would cross crazy lines. I was visiting a friend once when her roommate came home with a guy and started having sex. The room was one of those with two twin beds.
My friend had to yell at her roommate and they had to come up with some rules. Now I'm betting that the offended students called their mothers, which led to their mothers calling all over the administration, which led to this "rule." This is just a way for administrators to get back to work and stop dealing with aspects of students' lives they never had to deal with before.

My college banned drugs in dorms. Didn't stop anyone who wanted to use them though.
Also, when I was in college, most people who shared rooms would have been cogratulating their roomate on the conquest if they were present. If not, then there'd be an agreed upon policy that one roomie could have time in the dorm with a lady friend on request, for, say, 1 hour.
Of course, I also had acquaintences in college who would have hapily joined in if their roomie brought home a girl.
