The problem is that Chicago officials, when checking out ticketing equipment, use the 0 for their tests, and Tom Feddor ends up getting all the citations. The plate number has been in the Feddor family for about 40 years. (Chicago Tribune)

This is bad testing practice. Here at work, we have a production system. I have proposed a testing protocol that says they shouldn't use any data that they don't have complete control over. Our system has email out functionality. If they create a test and have it send to 'John@test.com', do they know that someone will not receive test data?
They should create test license plates and take htem out of the system expressly for their purposes. Perhaps 123456, or the like.
as for this fella who has '0' for a plate - he better not get desperate and start leading a life of crime or do a hit and run...

I'm glad he's sticking to his guns and keeping the license plate.
I had a similar problem once(not license plate), so I know what a pain it is getting anyone to listen to you.

For the record - I have 123456 as my license plate and have also recieved tickets from other cities in my state. It is actually difficult to get them to reverse the ticket.
People always ask me what it means - the truth is nothing - my nine year old picked it out!
