Bed-bugs victim wants to charge hotel for pain and suffering
"I don't know how much that will be," she says. "All I know is that I drove five hours home [from a funeral] itching like crazy and I'm a little ticked off." (Suburban Chicago Daily Herald)

Yikes! Who would have thought that we'd need to "sleep tight and not let the bedbugs bite" in 2009?
As for the bedbug lady, it's reasonable to ask the hotel to refund the cost of her room and pay her bedbug-related medical bills, but that's it.

Instead of damages to the victim, perhaps instead the hotel should be fined for not meeting health codes. It might take the threat of fines (or lawsuit awards) to get these hotels to provide hygenic rooms.
Bedbugs are spreading because hotels aren't changing their bedding enough, nor other simple methods to prevent their multiplication. In the days of widespread DDT spraying, hotels sprayed their rooms fairly regularly. It was a lot cheaper than changing the bedding and flipping the matresses, etc.
In the seventies or so, most stopped bombarding their rooms with bug spray, because the bedbugs were largely wiped out and because of concern over the safety of these insecticides. In the late nineties, international travel from countries where bedbugs hadn't been eradicated (as they basically had been in the US) reintroduced these pests. And, without DDT (etc) and lax hygene standards, these bugs have thrived.

I hate to say it — but the influx of immigrants which caused the bedbug plight after WWII is repeating itself. It appears we have the ability to sift through luggage for bombs but not for bugs. Another culprit may be the refurbishing of mattresses. In any event, the spreading culprits are most-likely foreigners. Love your neighbors but not their bugs. Another good reason to own your own home — unattached, of course.
