The guy saw a rabbit close to where he was standing outside the Denver County Jail during his break. He then got a can of mace and sprayed the rabbit for no apparent reason in front of other deputies. He was fined, but didn't lose his job. (Denver Post)

So he can't have any conduct with animals except under supervision yet he can have contact with people under his direct control without such supervision.
Seems like once you identify a prison guard as a sadist, it may be time to bounce him off the force.

A lot of cops get their jollies and kicks by using a lot of the high tech gear they're issued. Look at when they bust men in prostitution stings when they solicit an adult women. You would think there's a goddamned criminal emergency at hand! The cops swoop in donning paramilitary garb and resemble Teenage Mutant Ninja Turtles, they slam the guy to the ground, it's ever so ridiculous. The cops get off in suiting up in their armor to go play cowboy.
