California lawmakers asked to OK bill that limits tethering of dogs
If the bill passes, California residents will be allowed to tie up their dogs for only three hours in a 24 hour period. The bill allows dogs to be restrained under specific circumstances or if they're attached to a pulley system. (San Francisco Chronicle)

OK, let it be known that I HATE the fact that people tether their animals.
Why get an animal if you're just going to tie it up all day? They get all tangled up, they sleep in their own feces, and the sun bakes them during the day. The only thing this does it frustrate the animal and make it become vicious.
However.....making this a law? That's a little iffy there.

ive seen a lot of crasy laws passed in my 74years life,but this takes the cake.what is next/i suppose they will tell me how long i can chain my wife up in my garage like im doing now.

NO! I draw the line when the goverment says I cannot tether a child.
When I have kids, they will remain tethered and that's final!!

Used to live in Europe where kids are "tethered" all the time. Did it to my kids. You put this harness thingy on them, and hold the leash. That way, my punks could actually walk vs being strapped into a stroller until they're 5, and kept them from running amok, which I just HATE when kids do that. Never tied them out, though. That's just freaky.
As for pets, I'm not a dog-fan, but no one ties out a cat, or a guinea pig, or the family parrot, so why would you tie out a dog? That's just lame.

I have a Victorian bulldog that I rescued from some idiots I knew in college. He is a very wrinkly dog with a lot of loose skin. He has this cluster of attached wrinkles on his neck -- I call it his hunchback because that's exactly what it looks like; people are always asking me what it is. Well, I asked my vet what he thought and he said that it's possible the idiots left him tied outside for hours at a time (at 13 weeks old), he pulled on the tether to get loose, all his skin got pinched up in a bundle and he wound up with a callus/scar, a.k.a. his hunchback.
I'm not saying this is a good law, however. I just think idiots shouldn't own animals.

I hear all of your comments and that's all fine and dandy, until one of your azzez gets bitten or your child
gets mawled. I'll bet your story will change dramatically then. Most dogs have teeth. Most American
dogs bite! I don't know where you're from, but if you start letting dogs loose in the good ol' U.S.A, you're asking for a whole lot of trouble.
Not for or against dogs.

Like all bills that are submitted by a special interest group they lack exceptions, such as a dog that is a bred guard dog and needs to be restrained to a specific area, or places that do not allow fences to be set up. Having a dog tethered is not the problem….the problem is idiotic people who don’t know how to care for their pets, these are more than likely the same type of people who will let their pets or children stay in a 100 degree car while they go shopping……

Unforch we can't stop "stupid people" from owning pets. I applaud California for making laws in defense of animals. I think the ultimate use of this law would be to add up the offenses in the cases of severe animal neglect.

How much are they going to pay a city or county employee to go around and see how long the dog's been tethered? That would be the job to have! Are they going to use a little grease spot like the parking police use?

They do make allowances for the pully system so given that I think this is an ok bill. People are really ignorant about animals and historicaly go back to old wives tales and personal experiences ie " we always tied our dogs and they were OK" kind of thinking and seem to refuse to progress this will force them to. Now if they can just do some more for the kids in the communities:(
